The following are the procedures for becoming the Members of ISC:

I. Member Country

A country is considered to be a Member Country of ISC after signing the “Instrument of Accession” and notifying the same among the Member Countries after depositing the original signed documents in the Depository.

The procedural sequences to be performed for enrolling as Member Country are given below: 

  1. The Instrument of Accession Form obtained from ISC HQs must be printed in the Official Letterhead of the concerned signatory and signed, in accordance with the constitutional rules in force in each country, by the Head of State or the Head of Government or the Ministry of Foreign Affairs or the Minister concerned with the Silk Industry.  The Instrument of Accession must be attached with the text of convention endorsed by the authority concerned. 
  2. The original signed Instrument of Accession with the attached text of convention need to be submitted to the ISC Head Quarters at  the following address:

  3. The Secretary General, ISC would take necesarry action to deposit the Instrument of Accession in the Depository of ISC and then notifies the other Governments bound by the convention of the date of membership, which is that of the date of deposit.
  4. The Member Countries pay an Annual Membership Fee to the ISC.  This fee is calculated based on a scientific formula, wherein raw silk production, population, GNP, and inflation are taken as the major factors.  Since these factors varies among the countries, the Membership Fee is calculated and provided based on the requests received from the Government of the respective countries.
  5. For making the payment, the ISC bank details are given below:-

  6. Once the notification has come into force, the new country would become the Member Country of ISC.  As mark of the country’s entry to ISC, the National Flag of the newly joined country would be hoisted in front of the ISC Office along with other country flags and also the Flag would be respectfully used in all future functions of ISC.  The Government of the new Member Country may depute a suitable person or the country’s representative in India for this very important and auspicious occasion at the HQs of ISC at Bangalore, India.

  7. The Government of the new country may nominate 5 Government representatives as delegates to ISC, which shall be headed by a senior person.  The leader of the group shall be designated as “National Delegate”, with whom all future correspondences between ISC and the Member Country would take place.  While the National Delegate would be a Member of the Executive Committee, all the five delegates (including National delegate) would be members of the Chief Governing Council of ISC known as “the Conference”.


II. Collective Associate Member

Institutions, Universities, Libraries, Associations, Provincial Governments, International and Regional Organizations, and other agencies related to sericulture and silk Industry can enrol as Collective Associate Members by submitting the duly filled Application Form signed by Head of the Organization along with a Demand Draft for US$ 470 (equivalent to INR 32,000/- for Indian Organisations/Institutions) or the online transfer receipt to the Office of the International Sericultural Commission, Bangalore, India.  The Membership should be renewed before March of every year by remitting the prescribed Membership Fee.

III. Individual Associate Member

Individuals can enrol as Individual Associate Members by submitting the duly filled-in Application Form signed by them along with a Demand Draft for US$ 175 (equivalent to INR 12,000/- for Indian Individuals) or the online transfer receipt to the Office of the International Sericultural Commission, Bangalore, India.  The Membership should be renewed before March of every year by remitting the prescribed Membership Fee.
